Would it be possible to install SA Engine WAV files into a IV ivaud?

or what program would i need to make my own engine sounds?

If SA uses .wav, I think you can export them, then edit the .ivaud file & import the sound in it (if they are mp3, don't know now, convert them before)

when i import the SA files, it sound's like the engine just whines.

If you want to import SA's engine sounds into IV you'll need at least a decent audio editing program, like Audacity(Free and open source) and then you'll have to try and match the engine mappings of IV by splitting them up into the corresponding WAV files to be imported into the IVAUD

So for example SA samplerate is 18,000KB, i need to change it to GTAIV's 41,000KB samplerate?
