The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Nope, the key is still left shift.  Are you right on the car's bumper when doing it?

You missed a crucial step here. Turning on your lights! Pressing Shift will only mark the car you want to pull over, but not actually pull them over. You then need to signal them to pull over with your lights, just like real life.
