The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Ran the troubleshooter by Albo, said game was clean. Unless there was something it missed. Haven't touched Plugins in about 3 days so I do not recall my most recent addition

I don't understand the point of signatures on this site. What the fuck is the point?

Temporarily remove all of your LSPDFR plugins and then try.
