Can police radio use scroll wheel?

Looking through the MSDN Keys Enumeration page for the scroll wheel up and down macros I did not find anything, so I figured I would ask here. Is it possible to assign the Next Item and Previous Item keys to scroll up and down? I use the mouse4 button to open the radio and would really benefit from being able to scroll through the options with my mouse wheel. When I'm in a chase I don't really like using my right hand (I use WASD to drive with my left hand) to fly all over the keyboard for commands to get backup, ask for spikes, etc, etc. All of those options are in my radio and if I could scroll through them with mouse wheel, my life would get a LOT easier!
