I think it has less to do with the creators themselves and more to do with the way GTA games handle audio files -- the same reason it's impossible to have an accurate CVPI engine sound modification.

Thanks for the response. It would seem that the "SIREN_2" file could remain the same and the only audio file that would need to be altered would be the main siren (the 9446 file) i can't remember the actual name it has. I've tried to make it sound a little deeper but I get the clipping noise in the beginning.

Makes perfect sense. Too bad when I'm in the vehicle it doesn't sound the same. Oh well thanks for clarifying guys.
