The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

How do I remove the flashing taillights?

You can do it manually or there might be a mod called Tailight flash removal. To do it manually, you need to download carcols.xml from the OpenIV team on GTA5Mods.com. Then open it in Notepad and Replace All "1431655765" and "2863311530" and replace all to "0". This turns off taillight flashing. Save and replace carcols in update.rpf\x64\data in OpenIV.

Are you using ELS?  If so, go into the VCF XML for the car.  You'll see the option to disable taillights.

I can't find a mod called Tailight flash removal and I have replaced these numbers but the flashlights still are there.

ELS has it's own taillight corona flash which can be disabled by setting them to 0 in the VCF file, but they are normally disabled by default anyway. ELS doesn't disable GTA 5's built-in taillight flashing. You must ensure the values in carcols.xml are all replaced to 0. There's no other reason why it wouldn't work.

You must change the values in carcols! Make sure you download and use the latest version of the xml converted carcols, make sure all values are replaced to 0 and make sure it is reimported into the correct file in OpenIV. That's all I can help you with. That's the only fix and it should work.
