Crash after Car Pack Installation

Recently tried to install LSPD Car Pack here to add to my LSPDFR experience. I was rushing into it and realized after I was done, I put the folders from the download file into the GTAV folder itself and not my mods folder. 

 

In an attempt to fix it, I searched through my GTAV folder and deleted the files that came from the car mod and went through open IV and installed them the right way. The game still crashed. I linked my crash report, if someone could point out what I  did wrong I would appreciate it! Thanks
