The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I have a 10 keyless keyboard, meaning that I don't have the keypad on the right of the keyboard. Can I still somehow use the LSPDFR mod without one?

Yes you can. As far as I know, LSPDFR, and no Plugins use the numpad, unless you change it to use the numpad, and with that being said, most plugins are able for you to customize the keys you'd like to use in the Ini.
