I would like to know if there is a possibility for playing GTA V with the same video video settings and FPS ,but with installed mega replace cars packs (with over 200 cars).My laptop  is Lenovo Y700-15ISK with these specs: i7-6700 HQ CPU, 16 GB DDR4 RAM and Nvidia GTX 960 M 4 GB GDDR5 GPU.

If I got your question correctly, No your not gonna get the same FPS with over 200 replaced cars. From what I've tested Added(Not replacing any of GTA V's default cars but "adding on" cars to your game separately) cars don't kill your PC as much as replaced cars do since they don't drive around in traffic.
