Is there a way to use the extra police car slots in GTAIV without having to buy EFLC?

This mod allows you to add one more police car to GTA IV: http://gtapolicemods.com/downloads.php?do=file&id=686

And I guess "playing" a bit with the files you can add even more cars.

Seems to work as in I can veiw it using sparkiv....but when I go in the game to browse through the cars using LCPDFR police3 is not there. Is there a way Im suspossed to merge the "newveh" file with the "vehicles" file, or are they suspossed to stay separate?

LCPDFR won't display police3 no matter what you do (it detects if you have TBOGT, and shows or doesn't show it accordingly). However, if you hit '`', type "spawn police3", and hit enter, it will spawn that car (you could use SNT, but the console is built in to SHDN). Since you must pick a car, I'd just pick one, drive it into a parking space, and turn it off (hold F while in the cat; you'll turn it of and get out).
