what is happening is i have els and i cant seem to get it so my light bar wont shut off and other cops wont use the els on non els vehicles

1) Your lightbar shouldn't be shutting off on its own.  You sure you're not pressing a button?

 

2) The AI won't use ELS no matter what.  ELS is only usable by the player.  They should still be able to use lights and sirens.

It sounds like you gave the non-ELS vehicles a VCF.  You need to go into the VCF for that vehicle and disable the extras from being used.
