Honestly, the biggest problem here is that you installed a few things incorrectly.  I strongly encourage that you read the readmes that come with these files, and/or read the mod page.  Either one, almost always the readme, says where to install things.  I'm almost positive whatever other error is happening is a result of something not installed in the right spot.

ok I got the radio working and coming up but how do I like take the suspect down I know sometimes it says hold E to interact but it doesn't work all the time? my problem was the albo was out of date so it gave me a newer version and works so yea. thanks a lot for everything!!

Sometimes the regular take down/stop suspect feature stops working, but if you take out your gun or tazer. aim it at them and hold "E" or right on the d-pad if on controller, this will always work.

You mean adding replacement cars?  No, that's slightly more complex and requires you really follow instructions precisely.
