Am I able to change the Emergency lighting colors of a non els ambulance to anything other than red? I have tried everything and nothing is seeming to work, even stuff that worked on police 2/3 doesn't work with the anbulance

    Yes....You will need to edit the carcols though. I cannot think of the siren id number off the top of my head, but a search here on the site should give you the results.
