So you uninstalled it.  When you start GTA via the GTA5.exe, what happens?

i never uninstalled anything... it just comes up with an error saying it cant be opened. EDIT: I can open it now with no issue.

When I start GTA it loads normally then when I get in game everything is fine until i spawn in a car. then it crashes. and sometimes it says it crashes and it generates a report, but it never crashed. I can still play the game and spawn in cars fine.

Go ahead and rename your mods folder to _mods please, then load in game and see if it crashes or acts weird.

I did that and it crashed again.

This means it's a plugin or script you have.  The best and really only ay to figure out which one is to start removing some of your plugins/scripts.  I'd start with whatever you most recently added.

Nevermind. I already found the issue. It was an outdated script. it was for helicopter and vehicle effects that I didnt like anyway so it all worked out. Thank you
