The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You'd have to talk to Albo about that, as Traffic Policer is his mod.  Chances are, though, folks like Albo will be making mods for a long time.

Yeah, as Kallus said, you will need to contact the developer of the mods you use to see if they will update them for the newest update (in a large majority of them, the answer would be yes).  There is no universal answer, since there are a variety of mods created by a variety of developers.
