The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Your vanilla update.rpf updated automatically, but the one in your mods folder you need to update yourself.

No.  When you go into the vanilla update folder and click "edit mode" you should be prompted to create this path in the mods folder.

I also have that issue. Infinite loading, no crash with the updated files. Although I kept my gameconfig from before and replaced the new one with the old custom one.
