Have you tried loading the game through GTAVLauncher.exe instead?

So assuming you ran it through the exe star mix was talking about as administrator and it still didn't work I'd suggest you verify the integrity of your game files through steam.  Re-installation is always the longer fix but worth the wait.

I got it to launch and then it said that scripthook wasnt updated and the game wouldnt launch so I reverted back to Rage .56 and now the game runs perfectly.
