The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR crashes every time I go on duty and also, none of my car mods or gun mods that are in patchday13ng work. The only mods that work are my sound mods. I have a corrupt update.rpf? Any help would be appreciated.

With the recent update, a new patchday was added that included a new vehicles.rpf, so this is where all your modded vehicles should be moved to.  I am not on this update, so I can't verify this, but there may also be a new weapons.rpf.  You'd have to check.

I'm reinstalling the entire game now. It won't open at all. Do you know when the new scripthook will be out. I did try moving stuff to 16ng but it didn't change anything. It was only loading stuff from 3ng.

I do not.  However, Alex is usually pretty good at getting the updates out asap.

Do you have any backups I could use for RPH? Can I tempoarily go without ScriptHookV so I can just test out the game?

Sorry, sharing the files isn't allowed.  You don't need ScriptHookV to play, you just won't have ELS or other mods that require SHV.
