The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Unfortunately, you can't.  ELS should not interfere with it, though.  If you're using ELS, E on the keyboard is just the horn.

Don't think you can disable it. You can try and change the key bindings in the setting to a key that you do not use. I have set one of my bindings to the INS key, as I never push that button!
