The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I need help uninstalling the Sheriff and FBI replacement pack (http://www.lcpdfr.com/files/file/12668-sheriff-fib-replacement-pack-els-style-lights-2013-tahoe-2013-charger-2011-cvpi/). The LSPD version of the pack came with a uninstall.ovi, but this one did not. SO I'm having trouble uninstalling the files. I messed up and installed it directly into the game folder, realising after I should have made a mods folder... whoops. I ended up doing that and installed my enb in that, xD. Any help is appreciated. Thanks in advance.

Since you also installed your ENB to the vanilla files, your best bet would be to verify integrity of game cache. Try to recover all of the vanilla files, then create your mods folder and reinstall.

If they replaced vanilla files, yes.   It won't delete plugins like LSPDFR.
