What are you confused by? :) LSPDFR and Rage are really just a simple drag and drop.

i just got a pc and im horrible with mods ive been trying for hours i just cant seem to get lspdfr on gta 

 

like do i need winrar?

well it worked but now i have i new problem everytime i launch it off of rage it says laughing via seam then it lags and says rage has stopped working?

Make sure you went and installed 0.56 of Rage from the site - https://ragepluginhook.net/Downloads.aspx

i redonwloaded it and it wants to start up just its having trouble with steam it messes up right away is their a way where i can launch the game then load lspdfr when in the game????

Yes.  Launch the game normally.  Then, once in game alt tab out and double click on Rage.
