The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Delete the GTA files folder, please, or just move it onto your desktop.  At this point, I'm thrown off.  System.unatuhorized access exception, which is your error, is thrown by your computer for one reason for another.  According to the log, it does not have access.

 

Exception message: Access to the path 'C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\LSPDFR\Police Scanner\AREAS' is denied.

 

I'm still questioning if your account has administrator access.  You should be able to right click on RagePluginHook.exe and run as admin.  Try adding GTA V as an exception to your anti virus and firewall.

My only solution is try reinstalling the game or, remove all your mods.  Redownload them and put them in seperate folder on your desktop (LSPDFR folder, RageHookfolder etc) then unblock the files there, and see if they stay unblocked (then if they do transfer them into your GTA folder).  If this doesn't work, I don't think you'll be able to play modded.  The ultimate problem is that you are unable to use administrative functions on your computer, which doesn't make sense if the account has privileges.
