There are some people, but I don't know of them off the top of my head.  Try deleting the SDK folder and see if it makes any difference.  If no, remove every single mod except for LSPDFR and Rage, which includes deleting callouts and their corresponding audio folders.

1st image, that file was sitting all alone some where and 2. could you highlight which files to delete, id hate to screw my game up even more

I'm not sure where the GTA files folder came from in the first pic, but you can delete that folder.

 

In your directory, delete the folder named "SDK".

I deleted it and tried the game already

Right click on GTA in Steam-->properties-->local files, and verify integrity of game cache.   If it recovers any files at all, then try loading in with Rage.
