In your main GTA V directory is commandline.  Open it, delete everything inside and save.  Then open Rage's settings and go to advanced settings.  Make sure nothing there is checked.  If you delete anything from the command line, or uncheck anything from Rage, make sure you save and then try launching.

 

 

I have done that and saved everthing i launch it and it still gets stuck on game window but then this pops up

Launch GTA V via the GTA5.exe.  Once in game, alt tab out and launch Rage.

i launch it from the gta 5 directory and it says this

Right click GTA V in Steam / properties / local files, and verify integrity of game cache.

You may of not had all your GTA files, which was why the game was unable to launch.

ok ill try relaunching it when its done if it doesnt work ill post back on here
