The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I've been downloading a lot of cars lately, and a load of them say "Replace police4, 5 and sheriff, 4, 5, 6, 7 with the ones included. 

The issue is that I can only find police 1, 2, 3, and 4, and sheriff 1, and 2. Does anybody know where theses hidden files are, and how to spawn them in game?

Just place the replacement files in your very latest patchday.  You don't need to go into the different patchdays to replace.  (That method doesn't work anymore)
