The only way you can customize them is by choosing a different pattern via ELS's menu.  However, you can't add your own or modify a pattern.  You'd have to make your own model to do that.

I couldn't say, as I've never tried modeling GTA vehicles.

The only thing i need to know is how i can make the lights go faster on the policecars and not on the firetrucks and ambulances

As it is currently, you can't choose to do this for a certain set of vehicles only.  If you change it, it effects all vehicles.
