Verifying integrity of game cache should get that file back.  I'm sorry, I know you did that previously.  Bink2w64.dll is provided by GTA, so if it's missing, there's no other way to get it back aside from verifying or reinstalling, which you already did.

It's in my GTA 5 directory folder but says it's missing, I feel like uninstalling my life lol.

I don't believe you were born with a disc that can just be pulled out. :P

Remove the bink2 file from your GTA directory.  Move it to your desktop.  Then move it back in and try launching from GTA 5.exe.  If you have a mods folder, move it to your desktop before trying to launch.

Yeah I just found the bink file online, probably not safe but I replaced it with the current and the game loaded, time to try and install the mod again, if it doesn't work, I'll just renstall the vanilla version and won't bother you anymore, thank you :)

You are not a bother at all!  I, and several others are here to help. :)  If you have any other problems, please don't hesitate to ask.

Good luck, and you're welcome.
