After installing. But it already was like this. Same with police4, sheriff, sheriff2, policeb. 
Not the police2, police3, fbi, fb2, ambulance, firetruck.  That while there in the same folder. With all the proper ytd.

Try uninstalling all three, please: Dispatch of Variety, Total Cop Overall, and World of Variety.

There all OIV, so that's gonna be very hard.

None of them have an OIV uninstaller?  You could rename the mods folder to _mods and hop in game to see if the vehicles are fixed.  If they are, it confirms the issue is with Dispatch of Variety.
