The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Are there any mods/plugins out that will make traffic seem smarter? Every time I make a traffic stop, despite being on side of the road, if the perp pulls a gun and fires all hell breaks loose with traffic, been ran over several times because of this.

Keep Calm is perfect for this!  You can even make it so that this mod only applies to people in cars.  That way, if you enjoy the unpredictability of random pedestrians attacking you for aiming your weapon, you can keep that feature in.
