Are you talking about the detective or the jacket on the officer? 


Detective: Bring from home

Officer: It's part of their uniform, it's their rain coat, I believe it's also similar to what the US Army wore at the time in the 40's. I know in the 60's/70's they switched it to the style of jackets you see on the LAPD today.
