The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I think I have the same issue as you but there is a workaround as of now. Press f4 and type in ForceDuty. It should crash. Then, type LoadPlugin, and scroll down to LSPD First Response and press Tab on it. Press enter. Once it loads, type in ForceDuty again and it should work. At least it works for me...
