I just installed a bunch of addon police cars and only a select few will pull people over. All the files are the same and ive read most of the topics but they were no use please help

On all the problem vehicles you do not have any audio for them.

 

Here's yours:

All of these standalone vehicles need to be given an audio hash, otherwise, they will have no sound.  Here's an example:

 

<audioNameHash>police</audioNameHash>

 

You can either give it POLICE, POLICE2, POLICE3, FBI, or FBI2 audio.

 

Now heres the new problem. They react to it but they dont pull over they just continue straight until they hit a wall

That would be an ELS problem. In your main GTA directory, open up the ELS INI/config and look for "ELSTRAFCTRL".  Disable this, save, and you're good.
