Hey, so I don't have LSPDFR folder in my plugins folder and rage doesn't load my pluggins.

Install the latest version of Rage, make sure LSPDFR is set to be installed in the correct directory, and boot the game through Rage.

 

If that doesn't do it, look for tutorials on Youtube, plenty of them full of information, specially made for people struggling.

Everything is installed correctly. Watched 20+ tutorials none of them helped.

Just create the LSPDFR folder yourself within the plugins folder.  Make sure LSPDFR is all caps.

 

Click the Rage icon like you're going to launch it.  When the Rage logo comes up, let it start to load, then click the gear icon in the lower left.  Now you'll have the option to set LSPDFR to load on launch.

In game, open the Rage console with F4.  Type "loadplugin LSPD First Response".  What happens?

It loads but not other plugins

That's because I don't think you have any other plugins.  There has to be plugins within the LSPDFR folder for it to load them.

Police Smart Radio only loads when you go on duty as a police officer.

You can try installing ScriptHookV if you don't already have it.

Then you may not of installed police smart radio correctly. Double check the install instructions.

It shouldn't be.  The LSPDFR folder does not come with Rage or LSPDFR, you have to add it yourself.  Please try adding in some callout plugins and see if they load when going on duty.  It could very well just be Police Smart Radio not working.
