The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I have ELS vehicles ive tried many of them. all of them have this problem. when there is an npc behindthe wheel it doesnt drive they dont go after me when i have stars. they start to drive for one second and stop repeatedly. if anyone has a fix please help

Check all your trainers that you have.  Chances are you have "Cops ignore player" enabled.
