Try turning down your graphics settings. If that doesn't work the mods you are using might be too high quality for your computer to handle.

    The computer got behind in loading the game so you need to turn down graphics ( TURN OFF VSYNIC and shadows for now ) Uninstall the mods that you installed right before this happened.

    This happens to me too. I have noticed it's caused by the script "Trafficload", replacing that with G17's "Trafficflow" fixed it.
