Scratch my last reply, I figured it out after thoroughly reading your log.  Arrest Manager, specifically Transport Regions.xml is the problem.

 

Go into your main GTA V directory / plugins / LSPDFR / Arrest Manager.  Do you see "Transport Regions.xml"?  If not, head over to the Arrest Manager page and grab the file from there.

That's the transports regions.xml.  Do you not have transport world districts?

What callout plugins are you using?

Just Arrest manager

this time the plugin crashed but the game is stable :)

I've reaload the plugins with commands

Funny enough, later in your log it says "We have 1 callout registered".  .-.

 

Unfortunately, I'm not entirely sure what would be preventing the game from spawning the vehicle.  Are you using any other trainers, or maybe handling physics, or something?

 

I'm Using the menyoo trainer, the TrainerV (simple trainer), Watch dogs mod, obilivons drones mod,Addonpeds mod, Nanosuit mod, Turbo system mod, Safe cracker mod, RobFleeca mod,AddonSpawner mod,RoitShields mod Noose missions mod, Ballistic/Juggernaut mod,Open all Interios mod  and Script hook V ( no Native trainer). And thats it. Of course i tried LSPDFR without all of these mods,but still the same problem

Try removing Arrest Manager, please.  If this is coming down to a base LSPDFR issue,  you may need to reinstall it.
