Suspects don't stop.

Hi all,

 

I have a question about suspects don't stop when i'm pointing my gun on them. Also I can't "stop" them by pressing right on my controller (option doesn't show in the left corner) and nothing happens when I push the button.

 

Can someone help me? Thanks!

Just to get the obvious out of the way, are you on duty?   You're right next to them when trying this, correct?
