The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

1) Do you have ScriptHookV?

 

2) Do you have advancedhookv.dll in your main GTA V directory?

 

3) Scroll lock is not enable on your keyboard?  (if it is, it'd stop ELS from working)
