I have tried to install many police car mods of highway, SD, PD I have used OpenIV and I always put into the folder which was given in the read me file but anything I do it won't appear, only the vanilla models. Anyone could help me in this?

The mods folder is what protects your vanilla game files.  Essentially, if something messed up your game in the mods folder, you could delete the mods folder and just start all over without a complete reinstall.  I'm assuming you did erase over vanilla files, and didn't back them up.  If this is the case,  try verifying your game cache, please.  Once you get the vanilla vehicle files back in, you can read this topic about using the mods folder - http://openiv.com/?p=1132

I have a copy of the modified files (I mean an unedited version), I used to mod GTA SA, so I learned that rule. Also I have seen this guide in OpenIV I have installed both ASI loader and OpenIV.ASI and they were at the time I was modifying the files

One more thing, while using OpenIV I have enabled edit mode, which states all edit will be automatically saved however if I open the folder where I put the police car mods, non of them still there, they all have disappeared afterwards.

Many thanks, with this mods folder using method it's works. Also I was wondering, if there is a way to add extra cars into the game without overwriting original ones, and if so, where should I look for them?

You're most welcome. :)  Yes indeed, you can have a lot of standalone/add-on cars in your game.  Please check out this guide I made on how to install them.  If you give it a try and need any help at all, please don't hesitate to ask.
