You don't need to mess with the handling.meta unless you're really picky about how the vehicle feels.  Changing the handlingid in the vehicles.meta has always sufficed for me.  What slot did you install this vehicle in?

In the vehicles.meta for police4, find the handlingid.  Change to police3.

Nope.  I have a Impala set as my police3, and all I've changed is the handlingid and it works fine.  Attach your vehicles.meta, please.
