Since there are many people that can't have ELS function properly, I was wondering if anyone would still be creating non-ELS models. 

You'll always find people making non-ELS models, for a reason or another. But let's be honest, they're a very minority, so don't expect an avalanche of non-ELS vehicles from now on.

I'm pretty sure it was you I posted this to before, but there are plenty of non-ELS models on this forum, GTA 5 mods, and other sites.  You have a very good variety to choose from.  Frankly, ELS is the thing to have.  Arguably, it's even a must have.  I'm echoing Hystery here, but I really don't see a lot of non-ELS models being made in the future.  Most, if not all of the well known modders have moved over to ELS vehicles only.
