The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I don't think it's possible.  I've yet to see any mods/scripts that even attempt this.  The phone might be a vital part of the game mechanics that can't be removed.  Not 100% sure, though.
