The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

the.pdb is more for for the mod author to see errors/bugs, it shouldn't affect the plugin working.  Go ahead and contact the author, I'm not too sure, unfortunately.
