Hi,

 

I recently bought GTA 5 for the sole purpose of LSPDFR. When I boot up the game using ragehook and I go to a call, the suspects don't move. Pursuits are non-existent.

Check your trainers, assuming you're using one. Look and make sure there's no option enabled that shouldn't be such as AI ignore player.
