You appear to be using Unarmed Arrests, which is severely outdated and is not compatible with the recent game versions.  Try removing it.

I'm not too sure.  There have been a lot of problems with Albo's mods since he updated them.  Please try removing siren mastery.

I don't know what the problem is, it's different for most people.  Have you installed the links above?  The bink2w64.dll goes into your main GTA directory.
