Steve was simply using an effect from his microphone to make it sound like he was speaking through a megaphone.  You can't actually speak and have them listen.

The car followed the orders because he used mimic me, an option in Traffic Policer.

what are the buttons to enable mimic? i will test it tomorrow when i wake up for sure

In the future, please check the INIs for the plugins. They tell you what the buttons are and allow you to change them.  CTRL Q should be the default.

The INIs are located in Grand Theft Auto main directory / plugins / LSPDFR.
