I'm just dragging my plugins to my desktop and running a 99 percent clean LSPDFR lol

You're missing something, but what, I'm not sure.  It has been a few months since I've installed Computer+, but to my knowledge, it doesn't have any particular dependencies.  Do me a favor, remove Computer+ entirely from your game.  Go in game and try to use the base LSPDFR computer. Does it work?

Steam is set to always update. However, when I go to LSPDFR, it says" A new version is available: o.31" I've spent hours reinstalling LSPDFR just to get that message again

Everyone gets that message, but the version of LSPDFR we're running is the latest.

 

It might not make any difference, but try removing the computerplus.pdb file you have.

I have done that. Sorry for the late response but nothing is working so I might not use it. I did that with the latest version and still made my game skip

I'm sorry, I'm really not sure what's going on with it. I advise messaging the mod author and asking him.  If you're still unable to get Police Smart Radio working, post in the comments for that file and tag Albo.  He's generally pretty good at helping with his mods.
