ELS ISSUE (ELS ACTIVE LOCK)

Now I don't know where to post this, but I am sorry if I posted this in the wrong place. So the issue I am having is that the els will not work just a siren comes on and no lights, I have installed all the updates and everything! When I am in game down at the lower right-hand corner I see this little red warning stating the els lock active?? Anyone that can help me figure this out please give me some tips.

 it one or these buttons up the top  right of key board  to turn it off scrol lock, print screen,  insert, pause
