The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Going to need more information on the PC, possibly even a link to fully help you.

 

But going from what you posted, no. 4gb RAM is the bare minimum required to run the base game, adding LSPDFR onto that as well will cause for some horrid performance. Furthermore, has the PC even got a GPU?
