Suspect vehicles in pursuits stop driving and go in straight line.

So I have had this happen alot lately. I will be in pursuit of a vehicle and then all of the sudden it acts like his pedal is stuck and his wheels won't turn he just goes off in a straight line until he smashes into something and then either keeps going in another straight line or sometimes they recover. Any ideas what causes this? I have heard on one of the you tubers videos he mentioned something conflicting causing this he thought, but I can not remember what video it was or what mod he thought was clashing.
